There are two types of the common pop rivets available at most hardware/Big Box stores. The most common use an aluminum shank (the part that fractures) and ones for stronger application use a steel shank. Obviously, the alum ones apply a lot less squeeze than their steel brethren. It often takes some searching to find the steel ones, but the alum ones are available almost anywhere.

Also, a key element when using pop rivets is to make sure that the rivets that you are using have the proper "grip range" for the thickness of the material(s) that you are joining. The grip range of the rivet must match the thickness of the material.
