Recycling fee when ordering tires online ??

So I just ordered some tires online.
I'm a PA resident, and I ordered from Revzilla right here in PA.

And I noticed something I never saw before; a "Pennsylvania Tire Recycling Fee".
I never saw that before. So called Revzilla and asked about it.
The woman handling my call, said she also they never saw that before.
She confirmed it's not a mistake, the PA government is making them charge that.
And she agrees with me, in that it's a stupid fee, because I am not returning my used tires to them.

So now I get charged a tire recycling fee TWICE; once when I buy new tires and once when I dispose of my used tires at the local Mavis tire store.

If the state is charging this fee, then they should be providing drop off sites where you can leave the old tires at no additional cost.

If not.. I'd say find the state Rep who introduced the bill that resulted in this fee and leave the spent tires in their yard.
