Depends on the previous owner. I had my NT nearly a month before figuring out the lids were not locking. This happened on pure accident. I had been going through the motions with the key since day 1 to unlock and lock, never checking the latches with no key. I was somewhat distracted on a random ride getting back on the bike and opened a lid. Closed it and went to grab the key out but realized it was in the ignition. It took a few seconds for it to register my lids were not locking.

When I got back home to investigate, I found the pull cable end routed underneath the plastic cam on the lock, vs over it. Moving the cam 90 degrees with the cable in this position did nothing to move the cable. Routed it over the top and the lock worked again. The cables need to be under strain to lock. They pull sliders out of the jaws of the plastic latches so they don't engage the mechanism to release the lids.

Not sure how or why the cable ended up routed that way.
 
I disconnected the locking cable to the RH lid. So I had one lockable and one non-locking lid. It seemed a little more convenient at times for me.
I hooked it back to normal when I traded the bike.
