Making electric 2-wheelers more practical, at least in Japan

This summer I was driving my whole family on vacation in the Adirondacks. We were going about 45-50mph on a quiet, twisty state road in the state forest land. We were passed in the unimproved right shoulder at a distance of about 18 inches by a fellow riding an electric mountain bike. He was wearing a styrofoam bicycle helmet, shorts, and a T-shirt. The suspension of his bike was clearly not designed for those speeds, and I felt very uneasy watching his 2" tires buck off the pavement so close to my fully loaded vehicle. He was pedaling most of the time. I just backed off until he pulled off of the road, not wanting to contribute to what would have surely been a serious accident.
